How Far Did the Army Inquiry Really Go?

Introduction

The Army Inspector General (IG) inquiry into the helicopter claims arising from the Cash–Landrum incident was more substantial than a simple telephone check, but it was also narrower than many later accounts imply. Its purpose was not to determine what the witnesses saw or to investigate the reported unidentified object. Instead, the inquiry asked a single operational question: whether Army, Army Reserve or Army National Guard helicopters could be identified as having flown in the reported area on the evening of 29 December 1980. The memorandum prepared by Lieutenant Colonel George C. Sarran makes clear that the inquiry’s remit was deliberately limited. The Air Force had already concluded that the reported tandem-rotor helicopters were unlikely to belong to its inventory, so responsibility shifted to the Army because it operated the vast majority of CH-47 Chinook helicopters in the United States.

The inquiry therefore focused exclusively on whether Army aviation assets could account for the reported helicopters. Which commands and aviation organisations were contacted

Rather than limiting the inquiry to one nearby airfield, the memorandum describes a wider network of contacts across Army aviation and logistics organisations.

What the negative flight-record checks established

The central finding of the inquiry was straightforward. After allowing time for the various commands to examine their records, the Army reported that every response concerning known helicopter activity in the relevant area was negative. Taken at face value, these findings established several limited but meaningful points:

• investigators found no scheduled Army helicopter operation matching the witnesses’ description;
• no contacted Army, Army Reserve or Army National Guard unit reported aircraft in the relevant area and time window;
• the Army found no documentary evidence supporting a large coordinated Chinook operation.

Those findings weigh against the claim that a routine Army aviation exercise explains the reported formation. They do not, however, establish that every conceivable military aircraft movement was ruled out.

Why the inquiry cannot be regarded as a complete reconstruction

The memorandum demonstrates that considerable effort went into contacting organisations, but it does not provide the detailed audit trail that would allow later researchers to independently verify every step.

Several features limit the strength of its conclusions.

First, the document summarises results rather than reproducing underlying records. What critics and supporters infer from the same evidence

The Inspector General memorandum has generated sharply different interpretations because both sceptics and proponents begin with the same documentary record.

Those who regard the helicopter claim as unsupported argue that a formation reportedly involving around two dozen large military helicopters should have produced extensive operational records.
