What the Senators Actually Did for Cash
Lloyd Bentsen and John Tower did not validate the UFO account, but their referrals gave the witnesses access to the military claims process.

Introduction
Before the Cash–Landrum witnesses filed a federal lawsuit, they first tried to obtain help through their elected representatives. Betty Cash wrote to Texas Senators Lloyd Bentsen and John Tower seeking assistance after the reported December 1980 encounter and the illnesses she believed followed it. The senators did not investigate the UFO claim, endorse the witnesses’ account or accept that the United States military was involved. That distinction is central to understanding the administrative phase of the case. Congressional offices acted as intermediaries, helping a constituent reach the correct federal agency. Their referrals opened an official route for compensation claims, but they did not constitute evidence that Congress or the Department of Defense believed the reported object belonged to the military.
What Betty Cash Asked Senators Bentsen and Tower
By mid-1981, Cash had contacted several public figures in search of official assistance. During her later recorded interview at Bergstrom Air Force Base, she explained that investigator Allan Hendry had encouraged her to write to members of Congress. The surviving correspondence shows different but complementary responses:
- Lloyd Bentsen consulted Department of Defense representatives and advised Cash to contact the Judge Advocate Claims Officer at Bergstrom Air Force Base to file an official report and submit a claim for damages. Neither letter purported to determine what the witnesses had seen. Instead, both addressed the procedural question of where a citizen alleging injury by federal activity should present a claim.
Why Congressional Help Meant Access, Not Endorsement
A common misunderstanding is that the senators’ involvement represented political support for the UFO allegations. The documentary record indicates something much narrower.
Members of Congress routinely help constituents navigate federal agencies by requesting information, identifying the office with jurisdiction or encouraging an agency to respond. They do not determine liability, investigate technical evidence or order compensation simply because a constituent has contacted them.
In the Cash–Landrum case, the senators’ actions reflected that normal constituent-service role. By directing Cash to the Air Force claims office, they recognised that if the alleged injuries had been caused by military activity, the Air Force was the appropriate agency to receive a claim. This distinction later became significant in court. Although the witnesses had been guided into the official claims process, they still bore the burden of proving that the United States government was responsible for the incident.
How the Referrals Led to Bergstrom Air Force Base
The senators’ correspondence directly resulted in the witnesses travelling to Bergstrom Air Force Base near Austin.
On 17 August 1981, Betty Cash, Vickie Landrum and Colby Landrum met Air Force legal personnel in the base law library. Present were Captain John Camp, Acting Staff Judge Advocate; Captain Terry Davis, the Claims Officer; and Pat Wolf, Assistant Claims Officer. The transcript itself confirms the chain of events. Early in the interview, Camp asked why Cash had come to Bergstrom, and she explained that Senator Bentsen had advised her to contact the Judge Advocate at the Claims Office. The meeting therefore existed because the congressional referrals had successfully connected the witnesses with the Air Force’s administrative claims process.
What the Air Force Did After the Referral
The Bergstrom officials treated the meeting as a legal claims matter rather than a UFO investigation.
During the interview they:
- recorded the witnesses’ account of the reported encounter;
- explained the Air Force’s administrative claims procedures;
- identified the documentation needed for individual compensation claims; and

At the same time, Air Force personnel made clear that the service no longer maintained a programme for investigating UFO sightings following the end of Project Blue Book. Why the Senator Referrals Matter in the Administrative Timeline
The senators’ involvement occupies a specific place in the chronology between informal complaints and formal litigation.
Without their guidance, Cash may not have identified the Air Force claims office responsible for receiving allegations of government-caused injury. Their intervention transformed private correspondence into an official administrative proceeding, creating:
- a documented referral from elected representatives;
- a recorded Air Force interview with the three witnesses;
- the filing of formal administrative claims; and
